Currently there is no way to instantiate the TCPSocket without setting dom.mozTCPSocket.enabled to true (per IRC conversation) on the desktop.

Looks like bug 885982 will make it easier.

Per current architecture, chrome privileged code will be responsible to instantiate the TCPSocket object. The functionality will be used for RTMP communication (https://github.com/mozilla/shumway/pull/2023).
