Steps to reproduce:
1. Open marketplace homepage and log in with an account never used for payment.
2. Find a paid app and click on the price button to start the purchase flow
3. After the create pin page is opened, enter a pin number and then confirm it by clicking the submit button.

Expected results:
The pin is created, no error is displayed, and the payment flow can continue.

Actual results:
The pin is created but the following error is displayed:
The payment method or price point is not supported for this region or operator.
UNSUPPORTED_PAY
After re logging with the same account the pin appears to be created.

Notes/Issues:
Verified in FF38(Win7) in marketplace.allizom.org

Unsupported pay is a Bango error, you'll need to let us know what app, price tier and so on. These are exact same conditions we've seen with mobile and not related to desktop.

Today I wasn't able to reproduce the issue while using different apps and price tiers.
