Should this be blocking a meta bug? Tracking a release? Would this benefit from a bug component?

This one doesn't have a meta...unless I create a general one for Kidfox and link all 21...thoughts?
Don't have an assigned release yet, as per last funnel review.
And I don't know what might be a more appropriate component for this one, so I left as general for now. If you want to move it to something you feel fits, please do! :-)

Need to have the ability to bundle add-on that include content filter by country/partner, but the actually filter doesn’t need to be in Firefox 42.

We already have the ability for distributions to bundle add-ons, so I don't think there's anything to do here until we actually have a content filter add-on that we're planning to build.

We will be implementing content filtering as a feature built into the browser, not an add-on.
