Steps to reproduce:

Navigate to a URL returning a CA certificate file with `Content-Type: application/x-x509-ca-cert`


Actual results:

A dialog for opening/downloading the file was presented in e10s window while the expected dialog was presented in a non-e10s window.


Expected results:

A dialog for installing the CA certificate should be displayed (see attached screenshot).
