before Spartacus landed (and also bug 1034118), webpay was making a behind-the-scenes API call to zamboni to check admin permissions. We've replaced this with a simple email list in settings which is less complex. All the old API calls can be removed from Webpay and I think we can maybe remove the API from Zamboni since I don't think anything else was using this endpoint.

Based on the recently announced future plans for the Marketplace to remove payments, closing these bugs.
