Steps to reproduce:
co.ee is its own top level domain and is actively accepting registrations here:
https://www.eurodns.com/international-domain-names/co.ee-domain-registration/
there's a reference to this tld in bug 452428 stating it wasn't added but wasn't entirely clear on why.
pnhsource.co.ee is a resolvable domain that fails to parse using the latest list and one of the java apis listed on your site.

the attached patch adds it do the list.

That bug explains why co.ee was not added:
> co.ee has many subdomains[23], but does not belong to the .ee registry,
> therefore I did not include it in the list (it seems to be of the InterNic
> type).
We do add public suffixes operated by private registries, but the registry themselves have to request addition, so we can be certain that they are aware of the consequences. Please ask a representative of EuroDNS or whoever operates this domain to request addition, and then we will add it.
