[1.Description]:
According to Bug 1115509 in Comment 25, this bug is filed.
[Flame][v2.2][Homescreen]Change Data to SIM2 in Settings,enter usage app,then the message "You need phone coverage to update your balance or top up. Not available." will show.
Attach:logcat_v2.2_1257.txt and video_v2.2.MP4.
Found time:1257.

[2.Testing Steps]: 
1.Insert two SIM card and open Usage.
**Usage works normally.
2.Go to Settings->SIM Manager->"Data",change to SIM2.
3.Slide down "New SIM inserted"  icon from Notifications bar and click "Next" icons.
4.Tap "Let's go!" button.
5.Tap "Settings"->Set "When use is above"->Tap Done.
**The message in step 4 still shows here.

[3.Expected Result]: 
4.Usage screen should show normally after changing "Data" to SIM2 at first time.

[4.Actual Result]: 
4.The message "You need phone coverage to update your balance or top up. Not available." will show.

I see the exact same behaviour as in the video. This is the adb log I recorded when reproducing

Tip: You may need to reset the phone so both SIMs are considered new to the usage app.

Hi,
I think this bug is a duplicated of the Bug 1125801 - [Costcontrol] Javascript error on startup, I can see on the attached logs the same JavaScript error and I cannot reproduce it when the patch is installed.

Feel free to reopen the bug if you can reproduce the error after the patch for the bug 1125801 was landed.
