The refresh button on https://support.mozilla.org/en-US/products/firefox should only be shown to users who have the very latest version. So if I visit with 35.0 and 35.0.1 is available I should see a download button and not a refresh button.

* Firefox 37.0 -> Download button
* Firefox 37.0.1 -> Refresh button
