Description:
Browser's URL bar has the ability to be collapsed/minimized when swiped up. This ability is lost when browsing the Firefox Products page, which is the first default Top Sites on Browser.
STR:
1) Open Browser
2) Access https://support.mozilla.org/en-US/products (it's the first default website if you have no browsing history)
3) Drag finger upwards to attempt to minimize the Rocket bar
Expected: Rocket bar can be minimized
Actual: Rocket bar cannot be minimized anywhere on this website

Correct. If the website has an inner scrollable frame, and the initial height of the website is not taller than the viewport, we do not collapse the rocketbar. We do have a bug to allow for users to manually collapse/expand the rocketbar, though this would not be with scrolling. This is currently working as intended.
