STR:
1) Long press on an empty area on Homescreen to bring up Homescreen related menu options
2) Tap on Homescreen Settings and observe the following screen

Expected: The Homescreen Settings page can be brought up correctly without showing anything weird

Actual: The Homescreen Settings page briefly shows a shruken version of Icon Layout dropdown menu

This issue occurs on Flame 2.1 in a slight different way.

Behavior on 2.1: If Settings is not already running in the background, it launches Settings main page first, then transitions to homescreen settings page without showing weird UI. If Settings is running in the background, the bug occurs with the upper half of page flashing before displaying correct UI.
