Steps to reproduce:

I copied user.js to .\browser\defaults\profile and file would not copy into new profile directory. I moved the file to .\defaults\profile (Even though it is the wrong dir as of v21) and it copies fine. Then I added certs8.db to the .\defaults\profile folder, created a new profile, now neither file copies to the new profile. Moved user.js and certs8.db to the .\browser\defaults\profile directory, created a new profile, and now both files copy correctly. v35.0.1

only files from .\browser\defaults\profile should be copied to new profiles
