Environment:
FF 38
Build Id: 20150127030230
Os: Win 8.1 x32

STR:

1. Start the download of a large file.
2. Restart Firefox while the download is active.
3. Repeat step 2 several times.

Issue:
Sometimes the active download is restarted after Firefox restart, sometimes is paused.

This issue is not e10s related.
Mistakenly filed against Firefox 38 and should be instead 38 Branch. Sorry for the spam. dkl

Closing this as Works for me since I cant reproduce this issue at all in our latest builds.
