Steps to Reproduce
1. launch FTE, set to arabic, and go to the import contacts for outlook
or
1. set to arabic and then launch contacts -> settings -> import -> outlook

Expected Results
1. full size log in page.

Actual Results
2. mini login page.

Issue occurs on Flame 2.0, 2.1, and 3.0

Outlook login page while importing contacts in Arabic appears to be 25% normal scale in Flame 2.1 and 3.0.
On Flame 2.0 build the login page was larger (~66% of expected size), but still much smaller than expected.

Definitely not a contacts issue, since that page is controlled by Microsoft. We will need to reach our partners team to try to fix this issue.

Also, doens't have to do with RTL.
