Overview:

     The <head> element is displayed even if its 'display' property is set to
     'none'.

Steps to Reproduce:

     1. Open up testcase in Mozilla

Actual Results:

     Sentence is displayed in content area.

Expected Results:

     Sentence should not be displayed in content area.

Tested on Mozilla nightly build (id=2001111503) on Windows 2000
