1128498 - "Load more" button is not working correctly for some regions

Steps to reproduce:
1. Open marketplace homepage: https://marketplace-dev.allizom.org
2. Type :debug in the search box and change the region to Brazil.
3. Open the marketplace homepage and click the "Load more button"

Expected results:
More collection are loaded, If there aren't more collection to show then the the "Load more" button is not displayed.

Actual results:
After clicking the "Load more" button the spinner keeps spinning and a 404 error message is displayed in the console.

Notes/Issues:
Verified in FF38(Win7) Issue can be also reproduced in Android 4.2.1 and FFOS 1.4 (Inari)

I am not exactly sure what the cause is, but I believe it is currently on prod (or may be only on dev/stage). If you go to the curation tools, and click publish, pagination works again. Reindexing doesn't solve it. 

Dropping to P2 since it either already exists or will not be an issue on prod. Not a regression since no backend changes were made.

I can't reproduce this on -dev.
