1128682 - Show a doorhanger anchor when Firefox can help the user with passwords

Firefox should display additional states in the door hanger anchor when it can help the user with passwords (currently the anchor only shows up while the user is asked if they want Firefox to remember a password).

Doorhanger anchor states:

* Detects a login form and has zero, one or more saved credentials
* Does not detect a login form, but has one or more saved credentials for the domain
* Expanded doorhanger may include additional states

States are depicted in the Lucidchart URL, but detailed assets will be delivered in a dependent bug.

I'm not using this field to track the exact bugs I will be working on in the next month. If you are maintaining this field for the dashboards, feel free to go ahead and assign me to the bugs (like you did for bug 1122759).
