[Stingray] When two context menu presents, keyboard events are sent to both of them

Precondition: Apply the patch attached (to enable context menu for home app) STR: 1. launch app deck 2. move to an app and right click to open context menu 3. press home button 4. right click to open context menu 5. select the first item and press enter === Expected: The context menu of home app is closed and focus moves back to home app Actual: Both context menu are closed and focus moves to app deck in background Seems like a regression we didn't considered before. We may need to limit keyboard event to send to the topmost layer of foreground app in system app.
