This is totally busted. Bug 1130246 fixes one case by cloning logic from Bug 1091803; there might be others, but we should remove the code duplication.

There are almost certainly other consumers of that pref in the tree that do things wrong. A brave contributor will fix those call sites, and lift a helper up the tree, too.
