1130565 - Add video URL/locale relationships to Hello product page

This bug is to add additional video URL's/locales for the Hello brand video to the product page. New locales and URL's are described in bug1119046comment19. This bug is blocked by the production and approval of the additional videos.

It also includes incorporating en-US as the backup for all other locales.

Ref: bug 1129082 in which we discussed other possible options, but ultimately landed on the existing implementation. This bug also includes a script for extraction of fallback locales for possible future use.

:ckprice - Can you confirm the changes made in the PR? New locales listed in bug1119046comment70 have been added, and code has been put in place to serve the en-US video to any locale not specified in the dictionary.
