1130723 - Enabled Find My Device gets disabled, and unable to re-enabled it

On my dogfooding Nexus S, I had FMD enabled a long time ago. Turned out today, after updating once again to current master, I've noticed that FMD looks like not having been enabled.

STR:
 0. Enable FMD
 1. Update current master
 2. Go to Settings, FMD

Expected:
 FMD is enabled

Actual:
 FMD shows "Create an account or connect". When cliking this, I get:

Not reproduced once I logged out/logged in again in FxAccounts.
