Steps to reproduce:
1. Any action "Open with" (system default app) - zip, pdf, etc file
2. In case "Save file" - zip, pdf, etc file
Actual results:
1. Nothing happened
2. The downloaded file isn't listed in Download Manager - it's empty
Expected results:
1. Open file with system default app
2. Show downloaded file in Download Manager
