Trusted contributors impacted by rate limiting on the KB forums

Details
Although contributors are on the trusted contributors list they still get hit by rate limiting when trying to post on the KB contributors forum. AliceWyman is currently affected.
Contributors who have "trusted contributors" in their profile should not be affected by this.
We should also look at bug 936529 again to make sure ranked contributors are excluded from rate limiting by default (i.e. locale leaders, reviewers, editors, admins and forum moderators)

I'm no longer affected. I'm now able to post in the kb forums (since yesterday).

Great! it seems bug 1125536 managed to solve a few problems.
I'll close this bug.

Does this need reopening ?
Bug 1125536 may have solved a few problems,such as Alice being blocked.
However latest report from a trusted contributor being blocked was Yesterday 21st Feb.

We haven't had any reports of people being blocked since Feb 24 so I say we keep this closed for now.
