It was noted by the reporter that when I used ö for his name in the metadata header of a security advisory and also in the body, that the body was concerted properly to an o with umlaut but it was left unconverted in the reporter line. Before I go fix this by adding the non-html entity version of the character, I thought I'd mention it to see if this is something we should fix. Also remove transaction management from update advisories command as it breaks things in dev mode (sqlite) and isn't necessary for this.
