I just realized this is looking for flame not flame-kk. That's the reason why it's not OTAing for 2.2...
Hey rail, how does the server determine whether to get flame-kk or flame?
Flags: needinfo?(rail)
"SDK 19" is the string which determines Kitkat here. The update server has a special rule to handle that.
Flags: needinfo?(rail)
BTW, the channel is not what the server expects. It should be "nightly-b2g37", not "mozilla-b2g37".

https://aus4.mozilla.org/update/3/B2G/37.0a1/20141214040212/flame/en-US/nightly-b2g37/Boot2Gecko%202.2.0.0-prerelease%20%28SDK%2019%29/default/default/update.xml?force=1 offers updates for example.
I'm going to resolve it as invalid because the channel name was wrong.
