At this stage, it's impossible to add new locales through the admin interface (https://support.mozilla.org/admin/wiki/locale/). This results in locales that are activated (e.g. https://support.mozilla.org/az/localization is working fine) but don't have full functionality (i.e. https://support.mozilla.org/az/kb/locales/az is 404ing). Expected result: new locales can be added through https://support.mozilla.org/admin/wiki/locale/

That was missing one more thing: https://github.com/mozilla/kitsune/commit/221afb3352aa23d17460b81fd09a263de6c0eab2 This has been deployed as well. Go add some locales: https://support.mozilla.org/admin/wiki/locale/add/ !!!
