WebOps is in charge of the hosting and maintenance of the blog.mozilla.org platform, which also hosts Hacks, but the site's content is overseen by devrel and the theme code is owned by the MDN dev team. So honestly I'm not sure if any one component should be the umbrella for "all things Hacks."
I suspect most of the bugs that come in for Hacks are relating to content and theme rather than platform, so it would make sense to keep it under the current MDN component and it'll be up to that team to triage bugs and move them to other components when appropriate. If we move the whole thing to WebOps then we're burdening that team with triaging all the content and theme bugs.
So for now I don't think we should change anything in bugzilla but we should do a better job of triaging Hacks bugs and getting them in front of the right people. I'm going to start watching this component and will help when I can.
If a particular bug is theme related, MDN-dev can assign a developer (which might be me). If it's content related we can assign it to Havi or another author/editor/admin (might also be me). And only if it's platform related does it move to Infra & Ops > WebOps:IT-Managed Tools.

What about the Tech Evangelism product? Hacks isn't really maintained or managed by MDN.
