Could you clarify what the point of this bug is?  The add-on manager is implemented as part of the settings app. Is the point of this bug that the Customizer app is supposed to be able to quickly jump to the Addons panel of the Settings app?  Or did you have something else in mind here?

I think that's the intention here. David, is there an activity that I can dispatch to open the "Addons" panel in the Settings app?

I think this activity should work to get you to the Addons panel in Settings:

    var activity = new window.MozActivity({
      name: 'configure',
      data: {
        target: 'device',
        section: 'addons'
      }
    });

Grep for "name: 'configure'" to find lots of examples of this basic pattern for linking into the Settings app.  I'm pretty sure about the section property, but not 100% confident that "addons" is the right value for it.
