Apparently 'Bug 1114669 - Removing an IDL file requires a CLOBBER touch' handles the case when removing an IDL file, but not when you move and IDL from one place into another.
Bug 1134243 highlights the issue.

Should have been bug 1109910, presumably :)
This was different bustage not related to the IDL changes.
