Some admin operations can generate a large volume of bugmail. For example, when using the admin interface to delete a flag or to exclude a flag from a component, the flag gets stripped from a potentially large number of bugs, thus generating a potentially large volume of bugmail. The admininstrator should have an option to suppress the bugmail for admin operations that result in bulk bug changes.
