1134875 - Perfherder URLs aren't linkable from bugzilla (and possibly elsewhere)

Because of the weird json-encoding scheme we use, linking to perfherder graphs from bugzilla doesn't work. Let's URL-encode stuff so that works. At the same time, let's make the series structure extensible so we can encode things like the "muted" status of a series (bug 1134774)
