Affected pages include at least about:newtab, about:config and about:preferences, but probably others like about:neterror, about:welcomeback/sessionrestore, etc. We should spend some time cataloguing these issues and then filing deps to fix the respective pages. In order to reproduce, the quickest thing to do is to set the "minimum font size" for the language in use on those pages to something large from the preference pane. Something like 24 will in most cases still not look terrible, but will show some nits. Something like 48 will be pretty unusable for some pages, and anything bigger is usually completely unusable.
