Description:
If a user has no contacts, the 'Contacts' app displays a graphic of a person to display behind the text notifying you to add new contacts. When a user attempts to create a new contact and then cancels the process, they will be restored to their empty contacts page and may observe that graphic again. When this is performed within the 'Dialer' apps 'Contacts' page, the graphic will bounce up due to the lazy load of the bottom submenu avaible within Dialer to toggle between Call-Log/Contacts/Dialpad.

PreReq:
* Zero contacts
Repro Steps:
1) Update a Flame to 20150224010314
2) Open the Dialer app.
3) Tap the middle option of the bottom submenu to open the Contacts page.
4) Note the UI position of the person graphic.
5) Tap the '+' to add a contact.
6) Tap the 'x' to cancel adding a contact.
7) Observe the Zero Contacts Graphic shift.

Actual:
Zero Contacts Graphic will shift up when the lazy load pops up from the bottom of the screen. This does not occur in the Contacts app due to this menu not existing there.

Expected:
Zero Contacts Graphic remains static regardless of the app or state of entry the user assumes.

This issue can also come from the Contact app. The positioning of the background icon is defined without taking into account that the contact app can be in a tab[1].
