11365 - [4x.P] Difference in treatment of unbalanced end-tag

Look for "EE Times hompage" in the upper left corner.
In Communicator 4.08 it is placed under the preceding image.
In build 1999-08-04-09-M9 it is placed to the right of image.
This is caused by an unbalanced </P> tag (between image and "EE").

Thanks for the nice small test case. That helps a lot.

Harish, re-assigning to parser since this is a parser compatibility issue. What
we're doing now seems the most reasonable to me, but it is different than
how Communicator 4.x and IE5 handle it

Checked in a fix to replicate (almost!!) Nav.4.x behavior.
