Bug 254442 said, 10 (!) years ago:

"makeproductgroups is intended for emulation of the old usebuggroups behaviors
and in inappropriate for any complex site."

LpSolit said in bug 1107309:

"As joel said in bug 254442, this is a parameter used for compatibility with very old Bugzilla installations, maybe 2.16 or older. IMO this parameter should die."

Let's kill it.
