Details

The Mozilla Build package contains batch files referring to versions of MSVC that aren't supported anymore - start-shell-msvc2010, 2010-x64, 2012, 2012-x64, which should be removed.
I think these have been removed and just haven't made it to a release yet.

If that Gecko version doesn't support MSVC2013, yes. I don't remember which Gecko rev it was first supported with other than "a long time ago"

As well, it doesn't look like you can build current Firefox at all on 32-bit windows, so it looks like this is a somewhat complicated space right now.
