When addon pages link to bugzilla.mozilla.org, there's no need to bounce the links through outgoing.mozilla.org; this would seem to build on bug 598826.
Depends on: 598826
Bogus stuff can be put in Bugzilla attachments easily, so I think outgoing.mozilla.org might still be warranted.
