Details

We're not passing down allocator specific flags to ICU configure, so it ends up using system operator new/delete and malloc/free.

This should presumably be fixed by bug 1239083.

I don't know with 100% certainty, but I'm going to mark this FIXED because I'm pretty confident it is.
