The patch set is a direct conversion from bug 1132229. I tested by starting Bluetooth and killing bluetoothd. Gecko then switched off Bluetooth, and I could restart it in the Settings app.

This bug report will not be necessary, because we're going to merge bug 1146355 soon. Removing the review requests.
This problem has been fixed as side effect of bug 1146355.
