That pref would also hide the checkbox from the settings panel.
I discussed this earlier with :janx on IRC, and we decided to land a basic emulation panel with some basic features (devices list that will toggle the responsive mode if an option selected, user agent switching), disabled by default.
This tool won't be shown in the options panel unless devtools.emulation.enabled is set to true.

The discussion of how this all should work is evolving rapidly on IRC.

It might be best to prototype as an add-on first?  Flagging bgrins for thoughts too.
