1137951 - Add ability to retrigger all pending / failed tests

It would be nice if we had 1 button on the treeherder UI which would do the following:

1) Retrigger all pending / failed jobs
2) Retrigger all talos jobs

For example, right now, I have to go to a test, and push retrigger every single time I want to retrigger the test. If I have 3-4 intermittents, I have to go to each test and retrigger them all multiple times. It would be nice to just push 1 button and have all the oranges / reds retriggered.

I have the same workflow with talos tests. Since talos really just are "green", it'd be nice to just push retrigger all talos tests, and each time it will retrigger all the talos tests on all the platforms.

Hi Mason, fwiw we are likely adding a shortcut 'r' for retriggering jobs shortly in bug 1143666. It will just retrigger the current selected job, but it may mitigate some scenarios.

Note that retrigger shortcut when landed will use likely 'r', which is currently associated with add-related-bug. The latter is planned to be re-bound to 'b'.

All the hotkeys can also be found off the Help menu "?" in the navbar.

Oh, yes and we have a bug open for retrigger all in bug 1121998, so I will dupe your bug against that one, if that's ok.
