Description:
When the user tries to import contacts from Gmail, Outlook, or Facebook, the sign-in screen opens up. The header contains the secure lock icon, and it is shifted up, rather than being aligned with the X button on the left.

Note: 
There's a overlapping issue with the lock icon and the text, which is filed in bug 1134009. The alignment issue only occurs in RTL mode.

Repro Steps:
1) Update a Flame 20150227010229.
2) Set the device language in Arabic under Settings > Language.
3) Open Contacts app.
4) Select Settings > Import Contacts > Gmail OR Outlook.
OR
Select Settings > toggle the "Sync friends" option under Facebook.
5) Observe the location of the secure lock on the header. 

Actual:
The lock icon is not aligned with the X button, but is shifted up.

Expected:
The lock icon is horizontally aligned with the X button.

This issue also reproduces on Flame 2.2.

Result: The secure lock icon is not aligned with the X button.
