Expected results:

Fx should enable transparent system bars. The theme header should extend beneath the status bar and the theme footer should be drawn beneath the navigation bar (if present).

We are enabling this feature for Android L in bug 1137240, though afaik we do not intend to draw under the navigation bars because it doesn't really fit our UI.

Please let me know if you disagree.

as i understand it, that bug concerns what solid color should be drawn under the status bar; my suggestion is that the image from the lightweight theme should extend under the status bar. also, the behaviour i'm suggesting is available from kitkat.
