Provide both emergency contacts (if entered/selected) on the lockscreen, so in an emergency they are reachable without entering a PIN.

On Firefox OS 3.0, set a passcode for the lockscreen. Then when the keypad shows up to let you enter your passcode, tap on "Emergency call" button at the bottom left. You should see as on the attached screenshot a red banner to access ICE contacts. Isn't it what you're requesting?
