I rebooted it, twice, because I wanted a reboot to run puppet to pick up the fix for bug 1144206. It claimed reboot failure and filed an unreachable bug, but, it has taken four jobs since then.

That's not acceptable behavior, you have to reboot when you are told to, or stop running jobs if you are going to claim to be unreachable. Disabled. And rebooted, which will no doubt file another unreachable.
