1138899 - [UX] define special add-on installation flows (including certified, signed, blocklisted)

Consider and define all Add-On-Install cases that differ from the basic flow that has been defined for the majority of installs (e.g. willingly install certified Add-On, from AMO or Third-Party-Site) in Attachment #8561741 [details] (https://bugzilla.mozilla.org/attachment.cgi?id=8561741)
With that we should make it a point to preserve the simplicity we have in the basic flow.

Special cases are:
- preliminary certified Add-On
- uncertified Add-On (currently allowed, but default to not install)
- uncertified Add-On (not allowed in future)
- waring if uncertified Add-Ons are installed

- certificate signed by other than Mozilla
- link to privacy policy of Add-On
- lightweight theme
- t.b.d. certificate errors (https://bugzilla.mozilla.org/show_bug.cgi?id=1120996#c11)

- side-loaded Add-Ons(one or multiple) -> separate Bug 1138898 as it differs significantly from all other cases.

please report if there are any other cases.

We will no longer distinguish between certified(reviewed), and preliminary certified(reviewed) as the difference is not to be understood by the user.

open cases:
- certificate signed by other than Mozilla (will not be the case in near future)
- link to privacy policy of Add-On (https://bugzilla.mozilla.org/show_bug.cgi?id=1153303)
- lightweight theme
- t.b.d. certificate errors (https://bugzilla.mozilla.org/show_bug.cgi?id=1120996#c11)
