+++ This bug was initially created as a clone of Bug #1139095 +++ Vikas has been working on a variety of projects for the last year, as he continues to do more, it is only obvious that he could benefit from commit level 1 access. It is my understanding that he doesn't need to do a paper commit access form, but what is required now?
