Just noticed a focus issue that bugs me a lot. Filing since it has a very consistent STR.

1. Arrange two fullscreen Firefox windows, one on top of the other.
2. Visit nytimes.com in one window.
3. Hover the mouse over some link so it's underlined.
4. Switch to the other window without moving the mouse (Alt-Tab or whatever).
5. Move the mouse outside of either window (over the start bar or something).
6. Switch back.

Expected: Link is no longer underlined.
Actual: Link is still underlined.

Scrolling also produces strange effects in this situation.
Depends on: 1018639
(Bill means maximized, not full screen)
User Agent Mozilla/5.0 (X11; Linux x86_64; rv:46.0) Gecko/20100101 Firefox/46.0
Build ID 20160207004019

Works as expected on Aurora 46.0a2 (Ubuntu 15.04), so closing this as WFM.
@Bill fell free to reopen the bug if you still can reproduce the issue.
