After unlocking the idle home screen, the "Unlock your SIM to enable Usage" message as well as its "Locked SIM card" header are shown in the message tray whenever a SIM pin code hasn't been entered. 1) This is a shared string in the first place, which should no longer happen and has caused truncation problems in versions prior to 2.0 (iirc). 2) The message makes no sense in this screen and, as I put it in some other bug, is comparable with a "Put in some petrol when using your rear screen wiper" dashboard warning when starting a car in sunny weather. In other words: the message is irrelevant when doing anything else but starting the app IMO - the user is probably well aware of the fact no SIM pin was entered and might not even want to use the app at this or any other time. Please consider removing the message besides when actively starting the Usage app.
Extending this to include the "Insert a SIM to enable Usage" and "Please, turn off airplane mode to enable Usage" messages (where "Please, " is a bit superfluous IMO), as well as when having no SIM inserted on purpose. All 3 of these messages are useless when using a device without a SIM or when not entering its pin. Even if some warning about a missing SIM would be needed, that would be because of not being able to make phone calls while trying to do so. In short: it should be enough to have all these 3 warnings displayed fulllscreen only when the Usage app is started, not in the notification screen.
