Details

Ship It has no concept of different permission per user right now. This means that anyone with access can request that releases be built, and in a future where we can ship releases from it, anyone could ship them. We should formalize the process we have around who signs off on what, who makes final decisions, etc. in Ship It. This needs to be fleshed out more in terms of the exact processes for different types of releases, but we'll probably need at least RelEng, QA/QE, and RelMan roles.

The overarching idea is that the people who already make the decisions should have the powers to enact them. Eg, QE should be able to ship mid-cycle Betas without anyone from RelMan or RelEng being around.
