Details

The customize links given from Netcenter are redirects. I filed a Necko bug on
redirects and will make it a dependency of this bug.

Steps to bring up the "Customize Panel" dialog:
1. Open Sidebar and click on "customize..."
2. Select a panel in "Add these Panels to your Sidebar"
3. Press the "Add" button.
4. Select that panel in the "Panels currently in Sidebar" pane
5. Hit "Customize Panel..."
